FID RULES/CONSTRAINTS:
  1. C and T Action Codes cannot be used to change A and Z location name.
  2. T, F, and X order types prohibited for Access Service Application                                                                                                                                    
  3. The FID APZ is required on the same logical line for Access Service applications.
