FID RULES/CONSTRAINTS:
  1. Section:  IDENT, S&E    Position:  FL
    When used floating, this FID is placed on the same logical line as the Circuit ID FID whose data has been changed from the immediately preceding order pass.
  2. Section:  IDENT         Position:  LH
    FID may only be used left hand in the IDENT Section when a correction is made to the TN in the fielded IDENT Section.
  3. Section: IDENT       Position: LH, FL
    The absence of an action code infers the presence of an "I" (IN) action code.  The I action code is optional on the service order.
  4. T, F, and X order types prohibited for Access Service application.
  5. X action code prohibited on Access Service orders.
