FID RULES/CONSTRAINTS:
  1. C and T Action Codes cannot be used to change A and Z location name or pulsing direction.
  2. T, F, and X order types prohibited for Access Service Application.
  3. The FIDs TTD, TSC, and TRN are not required for Primary Rate Access ISDN.
