FID RULES/CONSTRAINTS:

1. T, F, and X order types are prohibited for Access Tariff application.
2. X action code is prohibited on Access Service orders.
3. The same 800 number may appear in multiple LATAs and therefore be associated with multiple exchange service/telephone numbers.  In this situation, a suffix is added to the 800 number to enable SMS and LMOS to maintain the necessary one-on-one relationship between an 800 number and the associated exchange service/telephone number.
