FID RULES/CONSTRAINTS:
  1. When the FID AVL appears on the service order, the Order Suffix AVL or AVLF is required following the Order Number element of the  Service Order Type and Number (ORD) FID.
  2. When AVL appears, it must be the last floated FID following the left-hand Foreign Listing (FL) FID.
