FID RULES/CONSTRAINTS:
  1. If provisioning for a specified feature is done via FIDs of LF, LFNM, FNM, or CAT entries on the assignable line USOC logical line, then paired D and E action codes are allowed on the feature USOC on C orders.
  2. If provisioning for specified feature is done via a feature USOC entry only, then paired D and E action codes on the feature USOC are prohibited on C orders. Action codes of O and E, or D and I are used instead.
