FID RULES/CONSTRAINTS:

1. Two orders are required for this condition:
   
   ident - an order on the account to be billed (BTO)
   
   - an order on the account where the equipment is working, identified by the use of the FID WO, or in the case of the Interstate Foreign White Pages listings (IFWPL), the FID FSN. noident
2. T, F, and X order types prohibited for Access Service application.
3. X action code prohibited on Access Service orders.

SERVICE ORDER ACTIVITY NOTES:

1. This USOC item of service or equipment physically works on the account on which the service order is written.
