NPA is required when it cannot be derived first from the NPA previously entered on the same logical line, second from the fielded TN, or third from the fielded EX in the Identification section.

When the SOAC site tunable enhanced propagation is in effect, the NPA is first derived from the fielded TN, and second from the fielded EX in the Identification section.
