FID RULES/CONSTRAINTS:
  1. The numeric identifier of a CKL or Circuit Location Wire Center (CKLT) for the same circuit cannot be assigned the same value.
  2. On C, R or X order types, the FID CKL may be shown recapped without an action code.
  3. Section:  ASGM      Position:  FL
    This FID is entered in the Miscellaneous Subset, Central Office Facilities Subset, and Outside Plant Facilities Subset.
  4. Section:  S&E       Position:  LH, FL
    FID's Local Serving Office (LSO) and Network Channel Interface Code (NCI) are required on the same logical line with CKL for Access Service Tariff application.
  5. Section:  S&E       Position:  LH, FL
    The numeric identifier of a CKL, on a circuit, cannot be reused, within that circuit, until all available numbers have been exausted.  If an Interexchange Carrier (IC) request is made for reuse of numbers, do not reuse them within a 30 day period.
  6. Section:  S&E       Position:  LH
    For Access Service Tariff application C and T Action Codes cannot be used to change the numeric identifier and address or the LSO or CLCI Segment Name (SGN) data floated on the same logical line.
  7. T, F, and X order types prohibited for Access Service application.
