FID RULES/CONSTRAINTS:
  1. Section:  S&E     Position:  FL
    The LIST section may contain a single COTL (and data) or multiple COTLs (and data).  The presence of a single COTL in the LIST section indicates the Co-Carrier location applies to all items in the S&E.  When multiple COTLs are present in the LIST section, the appropriate COTL (and data) is required in the S&E to identify the correct location.
  2. Section:  LIST    Position:  LH
    Co-Carrier Office Address (CCOA) and Co-Carrier Name (COCN) are required FIDS for the same section when COTL is entered on a CABS order.
  3. Section:  LIST    Position:  LH
    On C and R order types, this FID may appear without an action code.
  4. T, F, X, P, and A order types prohibited for Access Service application.
  5. X action code prohibited on Access Service orders.

Geographical Codes created after 11/8/95 must be 4 alpha characters.

Geographical Codes created prior to 11/8/95 were two to four alpha characters.  Two or 3 character codes were left justified and the unused (rightmost) positions were blank filled.  It is for the latter reason that use of the "space" text symbol is permitted and, as a result, the element mode must be shown as "AN".

The actual numeric character values of 0 through 9 are not, nor have they ever been, allowed within the Geographical Code.
