FID RULES/CONSTRAINTS:
  1. The data element Y is required on the pilot number of a hunting group.
  2. Each station with Message Waiting service must indicate whether it can receive message waiting signals.
  3. T, F, and X order types prohibited for Access Service application.
  4. X action codes are prohibited on Access Service orders.
