FID RULES/CONSTRAINTS:

1. CSL is not required if the custom calling feature USOC includes changeable speed calling as one of its features.
2. CSL is floated after a custom calling feature USOC which defines 1 or 2 digit speed calling, or includes 1 or 2 digit speed calling as one of multiple features.
3. T, F, and X order types are prohibited for Access Service application.
4. X action codes are prohibited on Access Service orders.
5. 5ESS
   Data folowing the CSL FID is prohibited.
