FID RULES/CONSTRAINTS:

1. The application of this FID allows the appearance of Element 9 (Attribute Name) and Element 10 (Attribute Value) in combination more than one time with any allowable combinations of Elements 2 through 8.  Comma space is used to separate Elements 8 and 9.
2. The application of this FID allows the appearance of any allowable combination of Elements 2 through 10 more than one time in combination with Element 1.  Semicolon space is used to separate Elements 9 or 10 from Element 2.
