1. When element 1 Data Parameters are 01000-09999, the percentage rates are entered without decimal points for functional percentages, preceded by a zero for percentages under 10 and filled with following zeros, e.g.:
   9% = 09000
   9 1/2% = 09500
   9 3/4% = 09750
