FID RULES/CONSTRAINTS:

1. Listing Services System (LSS) does not process EBD as a floating FID in the BILL Section.
2. On Access Service the EBD date will become the service establishment date or activation date depending on order type.
3. T, F, X, and P order types are prohibited for Access Service application.
