On mixed-jurisdiction orders, where expedited order charges apply, both the EXOC FID and data plus the appropriate USOCs for additional labor and additional engineering are entered on the service order.  CABS would apply the default (LATA level) Percent of Interstate Usage (PIU) to each to determine the billable charges.
