Element Rules:

Lucent has defined most of the popular assignable service features, which are referred to as “pre-constructed” features and are identified on a FID by a mandatory leading asterisk “*”.  Additionally, system administrators are able to locally customize additional assignable features, which are referred to as “constructible” features.  Constructible features are locally developed, do not contain a leading asterisk and have 1-8 character feature names.  The Feature field is used to define both “pre-constructed” and “constructible” types of features.

This element is not restricted to preconstructed features.
