All Local Exchange Carriers (LECs) other than the LEC issuing a bill for a given Meet Point Billing account, or all jurisdictions other than the primary billing jurisdiction which are involved in billing or rating the service from the hub to the end office, when dedicated transport is ordered between the Access Customer Terminal Location (ACTL) and the hub.
