FID RULES/CONSTRAINTS:
  1. When the FID is applicable for PPSN, it will float on the class of service logical line USOC on Dial-Up and Direct Access Service.
  2. T, F, and X order types prohibited for Access Service application.
  3. Section:  IDENT,    Position: LH, FL
    The absence of an action code infers the presence of an "I" (IN) action code.  The I action code is optional on the service order.
