FID RULES/CONSTRAINTS:
  1. Any working Central Office Code Designation unique to that Wire Center may be used.
  2. FID is required on the Switched Transmission Path Uniform Service Order Code (USOC) line for FGA Switched Access orders (to indicate the Interexchange Carrier's (IC's) Serving Wire Center).
  3. FID is required on Special Access orders, floated on the Circuit Location (CKL) logical line.
  4. For Access Service Tariff application C and T Action Codes cannot be used to change LSO data when LSO is floated on a grouping line.
  5. T, F, X, P and A order types prohibited for Access Service application.
  6. X action code prohibited on Access Service orders.
  7. LSO must be used following the Service Address (SA) FID   in the LIST section.
  8. LSO must appear in the S&E section when used in the LIST section.
  9. The LSO must be specified if it cannot be determined from the Primary Line Identifier for the circuit or if the derived value would be incorrect.
