FID RULES/CONSTRAINTS:
  1. TL1
    When the values for incoming and outgoing window and packet size are not the default values (i.e. 2 and 128 respectively), the Throughput Class and Flow Control Parameter Negotiation (TFN) FID with code set FCPN  (Flow Control Parameter Negotiation Allowed) must appear.
