FID RULES/CONSTRAINTS:

  1. The NBC FID may be used when the USOC does not define the number of B channels assigned to the pipe (interface).
  2. T, F, and X order types prohibited for Access Service application.
  3. X action codes are prohibited on Access Service orders.
