FID RULES/CONSTRAINTS:
  1. T, F, X, P and A order types prohibited for Access Service application.
  2. X action codes are prohibited on Access Service orders.
  3. Section:  IDENT,  Position: LH
    The absence of an action code infers the presence of an "I" (IN) action code. The I action code is optional on the service order.

SERVICE ORDER ACTIVITY NOTES:
  1. The FID NMC is associated with eligible network access line USOCs only.  When the FID NMC is present, the wire maintenance USOC must not be associated with the access line.
  2. The "not qualified" notation, in the permanent LMOS record, allows the Local Exchange Carrier (LEC) to exclude these accounts from inside wire maintenance due to abuse.  The restriction on eligibility indicates customer has already refused contract.
