FID RULES/CONSTRAINTS:
  1. In addition to the combinations shown in the Element Combination Table, the following combinations are allowed:   

    The Consultative Committee on International Telephony and Telegraphy (CCITT) requires the first 12 PAD parameters with the last 13 (P13-P25) parameters optional, in any combination with the first 12. Element 26 - Optional Data Field could be used to portray additional vendor switch specific data in addition to/or in lieu of Elements 13 through 25. Allowable element combinations are vendor switch specific.
  2. Elements 27 and 28 are used to define the Datakit Packet Assembler/Disassembler (PAD) parameters of P1 through P18 for LAN (Local Area Network).
  3. FID and data float on access line (speed) USOC.
