SERVICE ORDER ACTIVITY NOTES:
  1. When PCN is associated with a foreign exchange listing, it must float following the floated TN data.
  2. When PCN is associated with the Telephone Number Phrase Code (TNPC) FID, it must float following the TNPC data.
