SERVICE ORDER ACTIVITY NOTES:

  1. In some presubscription carrier arrangements, the presubscription carrier requires that the subscriber directly contact the carrier (rather than the local service provider) prior to any presubscription activation activity.  When this is enforced via local service provider service order processor validations, a problem arises when/if the local provider attempts to re-connect such a service following an erroneous disconnect.  The PCPO FID indicates that the normal presubscription activation prohibition (without prior carrier contact) is to be overriden because of an erroneous disconnect situation.
