FID RULES/CONSTRAINTS:
  1. This parameter should be set to yes if the line configuration is indicated as no B-Channels.  When B-Channels exist, the B-Channels packet USOCs may carry the PDD FID to indicate that packet mode data for those circuits should not be offered to the D-Channel.

SERVICE ORDER ACTIVITY NOTES:
  1. TL1
    D-Channel Packet Mode Data can be used independently of B-Channel Packet Mode Data (PDB) FID.
