FID RULES/CONSTRAINTS:
  1. FID appears floated after line USOC only.
  2. FID may be generated on input, by SOP, based on data provided with PIC FID.
  3. The FID PIC allows for the numeric identification of an IC. If a numeric PIC is implemented, PICX is redundant.
  4. T, F, and X order types prohibited for Access Service application.
  5. X action code prohibited on Access Service orders.
