FID RULES/CONSTRAINTS:

1. PLCP indicates the account is frozen in CRIS against any LPIC changes if the request is generated by a mechanized system, e.g., CARE.  LPIC changes can still be intiated by the subscriber.
2. The absence of an action code infers the presence of an "I" (IN) action code. The I action code is optional on the service order.
