When involved Operational Support Systems (OSSs) are unable to determine that a change in provider has occurred (via differencing of the values associated with the Old Service Provider (OLDP) and New Service Provider (NEWP) FIDs, Element 1 may be used to indicate if a change in service provider accompanies the change in serving switch.
