FID RULES/CONSTRAINTS:

1. FID and data are floated on access line (speed) USOC logical line.
2. T, F, and X order types prohibited for Access Service application.
3. TL1 (G3.0 and Prior)
   The presence of the FID without data infers a yes value in the switch.
4. SERIES AND RANGE ENTRIES - PROCESSING
   Series and range processing, on this FID, is not appropriate since the USOC logical line will never carry a quantity greater than 1.
