The Integrated Services Digital Network (ISDN) PSAP feature provides the ability to designate a line as a PSAP (i.e., line to which E911 calls are routed) and provide it with all the functionality of an E911 line. This feature is only available on Custom ISDN Basic Rate Interfaces (BRIs).

The presence of the FID without data infers "Y".
