INDICATES:

That a service order has been referred to the outside plant engineering group because the assigner could not work the order due to a shortage of outside plant facilities. Upon completion of a work order or instructions from the outside plant group, the assigner will enter ROP as the last FID floating after the facility for which the shortage applied.
