FID RULES/CONSTRAINTS:
  1. The SCG1 FID may appear floating after the station line or custom calling feature USOCs.
  2. When the SCG1 FID appears left-hand, it identifies the group number and the station line numbers of each line in the group.
  3. T, F, and X order types are prohibited for Access Service application.
  4. X action codes are prohibited on Access Service orders.
