FID RULES/CONSTRAINTS:
  1. For FACS processing, the SLA and DPA FIDs cannot appear together on the same logical line.
  2. Within a given SLA, the SEC FID values on each logical line must be the same.
  3. SLA is not processed by LMOS as address information. The FID and data will be retained in LMOS as S&E narrative.
