FID RULES/CONSTRAINTS:
  1. T, F, and X order types are prohibited for Access Service application.
  2. The absence of an action code infers the presence of an "I" (IN) action code. The I action code is optional on the service order.

SERVICE ORDER ACTIVITY NOTES:
  1. At the Time of Service Order Issuance:
    - if the USO is to be measured under the Services Provisioning Performance (SPPP) equivalent plan.
    - the interval calculation on each USO
    - the measurement plan category
    - if the Overall Service Provisioning (OVP) data is tracked from the service order
  2. At the Time the Service Order is Reported Completed:
    - the number of circuits involved
    - if the due date for OVP was met
    - the responsible work group (if due date for OVP was not met)     
    - the reason for missing the due date (if due date for OVP was not met)
    - the Business Installation District
