FID RULES/CONSTRAINTS:
  1. TAR is used in the BILL Section for the entire account when:

    - the Taxing Area Code  cannot  be derived from the Central Office and Exchange - the Taxing Area Code is  different  from that which is derived from the Central Office and Exchange.
  2. TAR is used in the S&E Section with USOC(s) when:

    - USOC is in a different taxing area from account - USOC involves a taxing area but main account does not.
  3. Section:  S&E      Position:  FL
    For Access Service Tariff application TAR is used in the S&E Section with an ASG or CKL when the taxing area for a location is different from that of the account.
  4. T and F order types prohibited for Access Service application.
  5. X action code prohibited on Access Service orders.
