FID RULES/CONSTRAINTS:
  1. T, F, and X order types prohibited for Access Service application.
  2. X action code prohibited on Access Service orders.

  1. This FID is used to prevent the removal of toll blocking by an unauthorized carrier.  It is used on both intraLATA and interLATA toll blocking, which is differentiated by the USOC.
