FID RULES/CONSTRAINTS:

    When throughput class incoming and outgoing are not the default values (i.e., 9.6 Kbps), the Throughput Class and Flow Parameter Negotiation (TFN) FID with code set TCN (Throughput Class Negotiation Allowed) must appear.
