FID RULES/CONSTRAINTS:
  1. TL1
    FCPN value must be Yes, when the values for incoming and outgoing window (see the Permanent Virtual Circuit Window Size (PVWS) FID) and packet size (see the Permanent Virtual Circuit Maximum Packet Size (PVPS) FID) are not the default (i.e. 2 and 128 respectively).
  2. TL1
    TCN value must be Yes, when the throughput class incoming and outgoing (see the Permanent Virtual Circuit Throughput Class Features (PVTC) FID) are not the default values (i.e., 9.6 Kbps).
