FID RULES/CONSTRAINTS:

1. T, F, and X order types prohibited for Access Service application.
2. X action code prohibited on Access Service orders.
3. Allowed element combinations 3 PD 4 and  3 PD 5 may appear in any sequence with each other. When allowed combinations appear in any sequence, the combination sets must be separated by a comma space.
