FID RULES/CONSTRAINTS:
  1. Section:  IDENT  Position:   LH, FL
    The absence of an action code infers the presence of an "I" (IN) action code.  The I action code is optional on the service order.
  2. Section:  S&E       Position:  FL
    The VDSL FID may appear without data provided the data is later populated mechanically by a subsequent Operations Support System (OSS). In the absence of this arrangement, data is required following the FID.
  3. T, F X, P and A order types prohibited for Access Service application.
  4. X action code prohibited on Access Service orders.
