SERVICE ORDER ACTIVITY NOTES:
  1. This FID is used on an access link order at the Circuit Location (CKL) or Circuit Location Wire Center (CKLT) level to associate the  customer facing port of the access link circuit to the network facing port of the packet network.   An access link is a circuit between a customer location and the edge of a packet network.
